First, I uploaded a regular photo of some white flowers. Then I added another layer that had a paper texture. I converted it to a smart object and changed the dry brush, cut out, smart blur, and edges dimensions. I added a mask layer and then inverted it. Then I chose a watercolor brush to go over the picture and give it this look creating my finished product.
